In a medium sauce pot, whisk together milk, water, cocoa powder, flax meal, vanilla, cinnamon and salt. Bring mixture to a low boil over medium heat before stirring in the oats. Reduce heat to low and simmer until oats thicken, about 5 minutes.
Divide oats between four bowls and drizzle each with one tablespoon of raspberry preserves. Sprinkle with mini chocolate chips and raspberries to serve.
